대치 천향년, 진주를 공납해야 하는 무거운 과세가 시행된다. 엽해시의 아버지는 진주를 구하기 위해, 딸 엽해시를 시켜 물 밖으로 인어를 유인해내고, 인어는 해시에게 귀한 교주(인어의 눈물, 진주)를 선물하는데, 그 광경을 목격한 탐관은 최상급 교주를 손에 넣기 위해 엽해시가 살던 마을을 멸하게 된다. 위기의 순간, 방제의 도움으로 목숨를 건진 엽해시는 방제를 스승으로 삼고, 방해시라는 이름으로 남자아이가 되어 살게 된다. 방제와 오랜 시간 함께하며 실력을 쌓은 방해시는 대치국의 평화에 혁혁한 공을 세우고, 방제와 생사의 고비를 함께 하며 두 사람 사이엔 미묘한 감정이 싹트지만, 황제와 대치국을 지켜야 한다는 사명때문에 방제는 이 감정을 외면한다. 그 후  그녀가 여자라는 게 밝혀질게 두려웠던 방제는 방해시를 대치국 황제에게 보내게 되고, 세 사람 사이엔 끊임없는 갈등이 일게 되는데......
